What you are missing is that a beacon sent via WIDE1-1 from a balloon will not only set off all of the WIDEn-n digis, but all of the "home fill-in" WIDE1-1 digis as well. Using WIDE2-1 will drastically cut down on the QRM. The only reason for the WIDE1-1 digis is to help mobiles reach WIDEn-n digis.
