Yes! DIGI_NED works under Cygwin but only needs the cygwin1.dll to run. So 
I have a pre-compiled DIGI_NED (for AGWPE) and packaged it with only this 
Cygwin DLL. It's on my website (http://www.homepages.hetnet.nl/~pe1dnn).

The current version still has some issues with AGWPE (for some 
installations) but that will be cleared in the next version.

I still have one issue left, starting remote programs from a query 
currently needs /bin/sh. This should be changed to COMMAND.COM. So I need 
to implement a substiture for the "system()" C-library call to do that. 
I'm a bit short on time so I have to find some spare time to do it.

At least you can try it.
