[aprssig] Investigation into TELEM packets (Local port works, serial port does not)

More testing - TELEM passes fine from local server port into XASTIR and onto APRS IS, but not from TNC port 

Serial port TELEM test

I looped back one of my serial ports and sent this

echo "BOBSAT>BEACON,SGATE,WIDE:T#820,155,107,019,111,212,11111111,0011,1" > /dev/ttyUSB0

This came up in the incoming display window

So it made it to XASTIR - but not to IGATE to APRS IS

I am going to write a perl program to feed data from serial into XASTIR till we can sort this.
