[aprssig] APRS Wiki

The fact that it requires the WikiName format for EVERYTHING is a little
irritating, I think.  Oh, and the help link from the editor takes you to a
page that requires URL rewriting to work right.  Guess I'd better find an
IIS plug-in for that.
