[aprssig] Interpeting packets on findu

Don't always believe what you see with the "Q" constructs as they come in to
the APRS-IS. I have several UI-View (not trying to pick on UI-View)
Digi/IGates near me that report a directly received packet as either qAO or
qAo when it's really supposed to be qAR.
