Bill,

It looks like you are using an obsolete path (unfortunately still the default path in the Kenwood radios).  Try changing your path to WIDE1-1,WIDE2-1 and see if that helps.  See http://eng.usna.navy.mil/~bruninga/aprs/fix14439.html for more information about paths.
