If it doesn't, the job becomes 5x more difficult, since laying out one IC component can be as much work as making a whole board. There is a steep initial learning curve. Besides the 100x80mm (about 4x3") board size limit, the freeware version is for non-profit or hobby use only. The cheapest license only removes the non-profit limit.
