  Yes, it's possible to use a web page for APRS messaging. I made such 
an application about five years ago. I used Apache, Perl, and Linux. I 
didn't use it much and would probably do it differently now, but I 
remember it as working. It didn't do any authentication, since I ran it 
on my local computer.

  It's about 12kbytes of source code - old, undocumented, perl code...
