AGWPE or MIXW do TCP/IP on packet in the windows world.  The AX25 packet
system allows TCP/IP on packet in the linux world.  Either is a bit of a
challenge but should work well if one works through the learning curve.
JNOS would give you the basic functionalty on either system.
