[aprssig] Get ready to receive RAFT and ANDE telemetry!

As far as I know, you can connect to any APRS-IS server.  It all gets
to the same place.  I think there was a "dedicated" SatGate APRS-IS
server a while back but I think it was just an attempt to track how
many SatGates were out there...
