[aprssig] Plug and Play USB-to-RS232?

Some of the 'drivers' may not even be drivers at all.  On one ARM-based
prototype project I've been working on here, I have serial over USB working
with a built-in driver that comes with XP - it just needs an .inf file to
tell it which one to use.
