[aprssig] APRSdos maps (Roanoke Rapids)

An APRSdos map for Roanoke Rapids, VA has been 
added to SEmaps27.ZIP.  I also cleaned up the
southern VA map in Emaps31.ZIP.   Get them from

http://www.ew.usna.edu/~bruninga/aprs/EMAPS31.ZIP

Just unzip them into your APRS directory.  If using PKUNZIP
then remember the -DN option.

Also when I updated APRSdos last week, the file has to 
be in upperase for the link to work:
