[aprssig] KPC3+ and weather station

Hello Brian,

The secondary serial port is actually two unused connections on the DB9
radio port connector: pin 2 (for the serial data from the weather station)
and pin 6 (ground).

Sorry, but I am not familiar with Lacrosse¹s weather stations, so I don¹t
know if it will work.
