What's wrong with this picture?

A local News item was bragging about a new multi-
million dollar system implemented in one of the counties
surrounding Washington DC.  The system allows
people to subscribe to an automatic calling system
that would call them and alert them to any security
or situation that would affect people in the county.
You could be called on your cell phone or pager and
by Email.
