[aprssig] KPC 3+ and Peet Bros 100 interfacing

It's set for packet mode (1 packet every 5 minutes with the $ULTW 
string, and it runs 2400 baud which I've set the KPC3+ to). 

$ULTW0000000002610000----000086A00001----009C01A400000000

I've tried both the standard Serial input and the GPS input (via pin 2 
radio port) on the KPC3+.
