[aprssig] APRS & IRLP / Echolink

I was thinking along the lines that there might be Application/Script that
would supply all the IRLP node posits to APRS-IS from the data already
available at the IRLP web site. This could be an Application.

The IGate could run the Application and send to RF the local IRLP nodes or
better still the Applications would be smart enough to send to an APRS
Mobile all IRLP/Echolink nodes within 100Km radius when requested to do so
by the APRS Mobile.
