Echolink has that facility built in.

It can post directly to the IS, or (I think) via another radio/TNC to
RF.

But, that then of course knocks out the voice receiver (unless suitable
filters etc) if on the same band.

I've never run it as a link or repeater, but I know someone who has, so
will ask if needed.  Or you could go to the appropriate websites and ask
their?
