Yes, this began a feature for the core servers to allow additional  
servers to be added to the core without requiring users to  
reconfigure their clients.

Most ports on each of the the core servers share the same number for  
this reason, for example port 23 is available to those people behind  
firewalls with outgoing high port blocks.
