No, port 23 (Telnet port) on the core servers is a full feed port and should only be used in this day and age by other servers who can only connect to a Telnet port through their firewall (most clients and IGates have no need for the full APRS-IS feed and it simply adds to the core server bandwidth requirements). Many firewalls block port 23 inbound and outbound if they block other ports because Telnet is not secure and a potentially significant security risk.
