I would suggest that is a poorly worded question BUT it could be defended by
saying a careful reader should be able to realize that it does not ask about
"automatically sending location reports". It asks about "sending automatic
location reports".  the former could mean automatic transmissions from one set
location, while the latter could be read as automatically sending reports AS
LOCATION CHANGED.

It could be worded better in any case, but AFAIK the "editorial" period is over
so now the world is stuck with it. "D" is the best choice, the most likely
choice, but far from the only way it can be done. Someone who understands the
principles should still be able to deal with that.

Let's just hope that whoever wrote that question doesn't take part in the
rewrite of Part97.<G>
