www.sparkfun.com has a selection of modules, antennas, breakout  
boards, etc.

Unfortunately I haven't identified one that will operate above 60k ft  
for balloon operation.  Data sheets are either inconclusive or negative.

I guess I can always pop a Garmin GPS18LVC out of its shell and mount  
it if/when I need a PCB mount device.  (:
