Just a thought. In high capacity areas, alternate states between 144.39 and 144.99. APRS is supposed to be real-time and local. Alternating channels would certainly enforce that.
For example:
NJ/NY: 144.99
PA/DEL: 144.39
MD: 144.99
CT/RI: 144.39
MA: 144.99
A setup like that would instantly clear up congestion in the NE Corridor...
