How about repeater parts like HI PRO.  I think the manufacturer is Maggiore and they sold transmitters and receivers for people that want to roll their own.  They may fit the bill.  They may cost the same as buying a good HT though.

I am looking for a small VHF transceiver (Po in the 2-5 Watt range )  board to integrate with a TT3 or OT in as small a form as possible.
