[aprssig] APRS Telemetry

N1BQ-3 APRS digi and the whole N1BQ QTH has been solar powered since  
1989. I am running a KPC3+ here and have been meaning to hook up   
telemetry for the two battery banks for a while ... the usual looking  
for the "round tuit" ... sigh, maybe nows the time to finally do it.
