An answer to the very last question:  It happens inside the TNC
itself.

You can run with a radio and GPS hooked to the TNC, no computer, and
have a Garmin GPS set to Garmin protocol mode display these.  If
it's set to NMEA IN/NMEA OUT mode, then you can't use the custom
symbols.
