[aprssig] APRS For EmComm ?

I am finding many references to using APRS for Public Service Events and for
Search and Rescue operations. I'm not finding anything about using APRS for
EmComm.

Does anyone have APRS as a part of their EmComm plan? If so, how are you
planning for APRS to be used?
