[aprssig] PL 100 on a base station

Any suggestions how to contact some one who is using 100hz PL from a fixed station in the Buffalo NY area on 144.390mhz???  My mobile seems to open the squelch periodically with a data burst.  This is a new problem and seems to be in a wide area of Western New York indicating a base rather than a mobile station.  Thanks.
