[aprssig] APRS Messages - REJ

Instead of an ack# I received a rej# when sending a message to another
APRS station.  It looks like the software I was using, Xastir, didn't
understand it as it kept trying to send the message.  It seems kind of
strange that the recieving station obvioulsy received my message, but
didn't send the ack.  I couldn't find any reference to rej on
eng.usna.navy.mil/~bruninga/aprs.html, I'm assuming it is some sort of
non standard response.
