[aprssig] DSTAR Digipeater in Spain

There appears to be a WIDEn-n digipeater in Spain using the alias of
DSTAR.  While technically not "against the rules", the DSTAR alias has
been standardized on to indicate packets originated in a D-STAR network.
This is like the use of TCPIP and TCPXX for indicating packets
originating on APRS-IS.  I would ask that the sysop for the DSTAR
digipeater in Spain please choose a different alias to avoid confusion.
