The regulator is a feedback circuit.  The caps are required to stabilize
the operation.  LM7805 is more forgiving than most.  There are some
regulators which require very specific properties in the output capacitors
in order to be stable.  Almost every regulator datasheet devotes an entire
section to this topic.
