[aprssig] Emergency beacon - DK4KEV-4

Does anyone have contact information for this station?  It's showing up 
as an emergency beacon off the coast of Africa, but it's coming through 
a digi in Hamburg, Germany.  I think someone's got their D7 screwed up. 
  I don't see anything in QRZ though.

I'd send a message but my Xastir box is down.
