[aprssig] KPC-3+ 383 Problem

Andy,

Will try that shortly.  It only shows DDMM.hh for longitude on 
http://www.ew.usna.edu/~bruninga/aprs/kpc3+WIDEn.txt  So I ommitted the 
leading zero.  Maybe that will fix it.
