[aprssig] DIGI 8.3 WIDE1-1 bug?

Looks like WIDE1-1 has to be specifically listed in UIdigi in a full "S
overlay" digi using a KPC-3 version
KPC3P-34F68191-8.3 and earlier.
But not in a
KPC3P-3CF68210-8.3 or later.
I believe release xxxx8210 is later (newer) than release xxxx8191.

Any fill-in digi would _only_ use UIdigi ON WIDE1-1
(and UIDWait OFF  ;no UIFlood nor UITrace)
