[aprssig] Tour de Palm springs

I was not able to get into this for most of the day.  Guess it was to busy.

There is some discussion about trying to do something with APRS for RAGBRAI (Register's Annual Great 
Bicycle Ride Across Iowa) however we have a problem in that the route this year only goes through 
one community that has any existing APRS infrastructure.  Most of the route is in very rural 
flatland areas.
