I think I might have misunderstood your original message. I thought that 
DigiNed was the one moving up to a location a couple of hundred metres 
higher up. From your description (low level site, low power, beam pointing 
at remote digi) it sounds like having it respond to WIDE1-1 would be the 
right way to go... i.e. run as a "fill-in" digi.
