No, not the general "no entry" sign. But in some countries it will have a red diagonal, in others a red horizontal bar, along with icons of what is specifically forbidden, e.g. no pedestrians, no mcs, no trucks, no cars. For an APRS icon, a red ring filled with white (or almost-white, if white is transparent) would do to indicate a blocked road.
