[aprssig] D700 Recomend Settings for Moble

Ditto here in the Dallas/Fort Worth area.  3 minute minimum beacon rate
with GPS, 10 minute minimum with manual position, PLEASE!  1 hop is
sufficient in a metro area, 2 hops in rural.
