[aprssig] identifying as an igate

I'm setting up a new igate/fill-in digi. It's going to advertise
as a fill-in (symbol 1#). I have this nagging memory that there is
some heuristic used to identify all the igates when doing statistics,
but have not been able to track it down... how do I make sure
I'm counted? :-)
