Proposal:

-	Remove one of the scouts. The freed symbol could 
	then be reused for another important purpose.
-	Replace the remaining scout icon with a combined
	arrowhead/fleur-de-lis_AND_trifoil icon (I could 
	design one) and name it scout (or scout/guide).
-	Give us back the "RSGB" (or radio club) diamond.
