[aprssig] APRS buoy - transmit power and antenna?

Re-reading all of these responses, it sounds pretty unlikely that I'll
receive many packets from such a buoy, especially if it's far from shore.  I
guess that would explain why there aren't amateur buoys floating all over
the lakes...  :)
