[aprssig] Local Repeater Frequency Objects?

I just checked some 147 MHz repeater objects, and 10 of the
first 10 I checked out are not in the right format.  The format
is clear and simple.  But it must be correct if people expect
Kenwood's or other APRS applications to be able to automatically
tune them in....  The format for PL TONE in a Frequency Object
is T### no more, no less.

Two examples:

"T107"  means a "PL of 107.2" and saves 6 bytes
"T079"  means a "PL of 79.7" and saves 5 bytes.
"t079"  means PL 79.7 and narrowband
"D256"  means DCS of 256

Etc...
