In Regard to N4243B since he is transmitting his locarion and it is pretty apparent were his or her home is located at mabey some local ham could go knock on the door and find out if the guy needs help getting a Ham Radio ticket or if he is to let him know he has the wrong thing programed into his aprs device. Could be the guy has not clue that he is not sending out his call sign. On Aprs.Fi you can go back and track his movments for the past 60 days. http://aprs.fi/?call=N4243B&mt=m&z=16&timerange=3600 I would guess the person just made a mistake programing a device.
