Lot'sa ways to do it, but I dunno' Sounds like un-needed complexity and parts. While I like electronics... I still like A reed-magnet in series with the battery and that's it. No idle current. Magnet in a plastic tube slides to the reed when the buoy is upright. Tube can come from an old pen or a spray bottle pickup.
