Initially, overlays were restricted to only a subset of about a
dozen symbols due to limitations of WinAPRS that had to display
each overlay as a separate symbol back in 1996.  But a few years
or so ago, we made the proposal in APRS1.2 that all alternate
symbols could have an overlay.

The new D710 adopted this and so you can send and receive these
overlays.  The older D700 should display them, but there is no
menu for entering them.  It would be nice if someone would
confirm if an overlay is displayed on some random symbol on the
D700.
