Jim,

For the car you could do as I do with the motorhome.  I have a Kantronics KPC-3+ and a 25 watt radio.  I configured the 
KPC-3+ as a WIDE1-1 fill-in digipeater.  If you want local logging you could connect a laptop running an APRS 
application that could log the packets.
