[aprssig] APRS-IS to NMEA sentence generator

Does anyone know of a program or combination of programs that
generates $GPWPL sentences from APRS-IS data? I'm looking to do some
testing in an environment in which RF APRS traffic is not an option. I
have dome some searching online but did not find anything conclusive.
