'cause Garmin made them that way; you'll have to ask them.

There are at least 4 models of the GPS18: the GPS18USB, GPS18PC,
GPS18LVC, and a 5Hz model.  All but the USB model are RS232 and
capable of NMEA and Garmin binary modes.  The USB model is Garmin
binary mode _only_.
