Ah, my bad, %5C is backslash, not %5.  Got it:  The correct link to the 
powerpoint is: 
http://www.ew.usna.edu/~bruninga/labsats/USNA-467-LABsats-intro1.ppt

The "%5C"  (backslash) instead of "/" was the error.
