I have not checked for voltage at tip but did check with serial port of
laptop that there is data on tip.

Definitely NOT in PC port.

Have you verified that there is data on the ring of the 2.5 mm plug?  Put a
voltmeter from ground (the sleeve) to the
ring.  You should see activity once a second.  There should be no voltage on
the tip.  Also make sure you are in the GPS
port, not the PC port.
