[aprssig] APRS with GMRS and FRS radio

As I understand it, there are some legal restrictions on that, at least 
in the US.  Garmin got permission to do their Rino radios, and last time 
I looked at the rules APRS would be OK, but ONLY if you were 
transmitting manually or in response to a poll, and not on a timed basis 
like we usually use it.
